Great High Quality Program
Programmer's Notepad is a fine example of a high quality, freely available open source program that will surprise you with it's functionality.
Two Stable Versions
Two stable versions are available for Windows 32bit (2000, XP, VIsta). Many programmers still use the older version as it includes a built in hex editor which can come in handy
